The role of the National Human Rights Institution in Poland is performed by The Commissioner for Citizens’ Rights (The Ombudsman), a body established in 1987. Undoubtedly, the 25 year history of this body contributes to its stability, positive image and institutional memory. Its mandate and independence are firmly secured by the constitutional provisions. However, does this mean that the Ombudsman acting as a NHRI meets all expectations connected to this function? A-status granted to this body indicates that it fully meets the requirements established by the Paris Principles. Despite that, there are still some problems to resolve and challenges to undertake. This paper aims to examine the status, mandate and practice of the Polish Ombudsman and to analyse its strengths and weaknesses.
