For more than 20 years in the framework of the Constitutional Judiciary Study and Research Group (Groupe d’etudes et de recherches sur la justice constitutionnelle) at the University in Aix-en-Provence under the direction of Professor Louis Favoreu extensive studies on the legal system of the V French Republic are being conducted. Eric Oliva in his book undertakes a deep analysis of parliamentary procedure foreseen in article 41 of the Constitution of France of 1958 — this analysis provides us with continual discovery ofunkonown, forgotten or unexplored institutions. A closer characterization of this work is preceded by comments by the author on the general conception of laws and decrees in France as well as the evolution which took place in this area. The deliberations of the author concern the problem matter of the separation of norm-creative jurisdiction between the legislative and executive branches in modern France. The constitutional regulation of this separation is presented as is — which is very important — the constitutional practice in this area as well as the evolution of both the rulings of the Constitutional Council and of French doctrine. We have a splendid example of the interpretation of the constitution applied in France that changes in a clear manner the designation of art. 41 of the constitution of 1958. The entirety of the solutions remains in c
